The public declaration of the sealed FRAME Genesis Constitutional Stack.

This Charter declares what has been established, what governs it, and what must be protected as machine perception, generation, memory, action, and the proliferation of agents expand.

Interconnection may scale without limit. Authority may not.

Preamble

We are entering an age in which machines perceive the world with increasing sophistication — sensing depth and motion, generating spaces, inferring meaning, and acting within environments that are no longer purely physical.

This is not a distant possibility. It is the present condition.

At the same time, autonomous and semi-autonomous agents are proliferating across digital systems, workflows, platforms, and embodied environments, increasing the urgency of preserving human authority as machine activity becomes more continuous, distributed, and difficult to trace.

Spatial intelligence systems already produce explicit representations of three-dimensional worlds. World models already learn from continuous sensory experience. Robots already act within environments they have never been explicitly programmed to navigate. And the question of who governs these systems — who can say what they did, what they meant, and whether it was authorized — is no longer theoretical.

FRAME was built to answer that question.

Not by slowing the technology. Not by restricting what machines may perceive or generate or do. But by establishing that the boundary between machine capability and human authority must be constitutionally defined — at every layer, in advance, and in terms that hold under pressure.

What Has Been Established

The Unit of the Frame

The protocol defines the Frame as the atom of authority. It establishes a cryptographically sealed boundary around machine perception and action, ensuring that no state change within the Genesis Stack occurs without a distinct, attributable human origin.

The Prerequisite of Human Intent

Intent is exclusively a human capacity. The stack establishes that while machines may propose classifications or suggest outcomes, authority only enters the system when a human witnesses and authorizes a declaration within the protocol guidelines.

The Principle of Permanent Accountability

The protocol creates a durable, cryptographic trail for every action. This establishes that machine agents act only as delegated proxies, whose outcomes are anchored back to human responsibility, ensuring that accountability scales concurrently with capability.

The Governing Boundary

Machines may sense the world. They may detect change, flag anomalies, propose classifications, and route information forward. They may also operate as proliferating agents — persistent, delegated, semi-autonomous, and distributed across systems — which makes the constitutional boundary between machine capability and human authority even more necessary.

The Inheritance Chain in Plain Language

Authority follows the Frame. At every point of decision, the system asks: Who said this? When did they say it? Was it authorized by the constitutional stack? If the answer is verified, the action is execution-ready. If not, the system holds. This ensures that even as machines proliferate as agents, they operate only as proxies for human declarations.

The Five Elements to Protect

1. The Declaration Root

The primary human intent must remain immutable across every layer of the system.

2. The Witness Path

The technical route for declarations must be architecturally hardened against machine alteration.

3. The Proxy Boundary

Machines must operate only as proxies, never exceeding the limits of human authority.

4. The Audit Record

A permanent record of accountability must remain human-readable and witnessable.

5. Recourse Authority

Humans must maintain the architectural right to intervene and override machine agents.

Steward Declaration

The FRAME Genesis Stack is hereby sealed as the architectural point of origin for the Witness Protocol. We commit to the protection of the human boundary and the preservation of authority as machine agency expands. This Charter represents the immutable governance of the sealed Stack.
